Pursuant to the instructions of my Government, I have the honour to transmit herewith, for your consideration, a copy of a letter dated March 23rd 1916, addressed to the Department of State by the West Coast Grocery Company, of Tacoma, Washinten, enclosing six communications addressed to their correspondents in China, which have been returned by His Majesty'e Authorities marked "Returned", Not Transmissible."

In bringing this matter to your attention I am directed to request that you will be good enough to cause an investigation to be made with a view to ascertaining the reasons why the letters in question were not permitted to so for rd to the addressees. The West Coast Grocery Company have informed the Secretary of State that great inconvenience has been caused by the non-delivery of the letter addres sed to Dr.Razlag. Swatow, which contrins shippin; documents relative to a consignment of goods. It will be seen that the letter referred to was not ever opened, but was returned without examination.
